Timezones can be assumed to be &quot;in the local time of the location in question&quot; except for NHC advisories, which are always issued at 0500, 1100, 1700, and 2300 ET, in keeping with the location of the NHC, itself, in Miami.

But really, kids, let&#039;s not get personal.</description>
